If you are traveling from outside of the United States and are not a U.S. citizen or a legal resident of the United States, you will need a passport to enter and exit Puerto Rico, as you would just about any other country.

If you’re a U.S. citizen or legal resident of the United States traveling direct from the United States you do not need a passport.
